making sure the wildfire equipment is ready to go. they take their cue from the national weather and u.s. forest service. they put out a warning today that there will be unseasonably dry, near record warm temperatures this week, fire danger signs in the hills are one step away from extreme. and that didn't the go unnoticed by this woman who's lived in the oakland hills for a decade. >> it's a little creepy with this whole global warming thing. we used to be able to predict, we're going to have an indian summer. the we' everything's different. you just can't count on the weather. >> reporter: unfortunately, we're used to it being dry. and with no rain in the immediate forecast fire officials throughout the bay area say they will be on high alert. the reporting live in the oakland hills, i'm cheryl hurd.

we want to bring you these live pictures of this fire burning right now, this is near antioch. it started around 3:00 this afternoon as a brush fire and quickly spread to the structure here. as you can see at least one structure is engulfed in flames. there are 20 other structures on the island. a handful of people live on this island. the coast guard helped with evacuations. everybody else has evacuated by their boats or getting assistance from the coast guard. they are aggressively fighting this fire from the land and the water. it looks like the fire has spread to two structures. the crews are working this very aggressively, but everyone on this island has been accounted for, which is good news. more than a dozen people live on this island in sacramento county. it's really in the delta just one mile across the antioch marina. just northeast of antioch. of course we'll be following

this very closely and keep you posted with any updates. so far no injury, but as you can see, structures definitely involved. this is unusual during this time of year. and we want the to talk to jeff ranieri with a look at these unusual conditions for january. that's right. and we have a pinpoint on that fire just north of antioch. temperature at 65 and humidity at 40%. that's actually helping firefighters right now. it could be a lot the gustier. the we may see the winds kick up tonight. we've got several different hotspots they're trying to fight. now for the bay area, we are seeing that easterly wind. the it's going to push the smoke across richmond, concord, possibly the east bay. so are you going to be smelling that smoke throughout the east bay and possibly over here to portions of the north bay. so our own fire danger will

continue until thursday morning. red flag fire warning in effect for the north bay, east bay and the eastern foothills of the south bay until thursday morning, as we are expecting again, dry conditions, winds that will gust 15 to 30 miles per hour. right up there near alamo and pleasanton and livermore. the so red flag fire warning in effect right now. and of course, all-time dry conditions across california. right now the entire state is in a drought with the driest 13 months ever recorded in history. with that said, we're going to get more from enbanbc bay area' marianne favro. >> reporter: in fact, yesterday, the governor alluded to the fact that he is getting the paperwork ready to declare a statewide drought emergency. he says that this dry weather is

impacting our entire economy. the and we saw here in the bay area, it's already impacting local cattle ranchers. this reservoir south of san jose looks more like a small pond. the it's quickly drying up and right now only holds 3% of its capacity, the lowest reservoir in the water district. this grim picture is a result of a record dry year. this is since 1874 when records were first kept. >> our local reservoirs are 60% of their average. >> reporter: it's prompting homeowners relying on wells to sound the alarm. the. >> we've received from our cattle operations and parks, comments from those operators as

well, indicating to us that stock ponds are drying up. they've had severe problems carrying out the their activitie activities. >> reporter: a problem governor brown indicated could impact the entire state's economy. the. >> my staff and administration are preparing the appropriate papers to do what is necessary. >> reporter: whether that includes a statewide emergency declaration has still not been determined. but we do know on january 28, the water supply division manger here at the water district is going to report to the district board about our water outlook locally. the and then given that report, the board could actually decide to ask customers to change their ways as far as water use. reporting live in san jose, marianne favro, nbc bay area news. t thank you.

we're going to turn our attention to the flu. 17 people have now died in the bay area because of the flu. the latest deaths happened in, and it has sickened inmates at the county jail. the outbreak has placed some restrictions on the inmates and non-official visiting hours have been canceled until friday. the search for the san jose arsonist is creating worries. people are concerned who live near stations that have lost a fire engine or an entire fair station due to budget cuts. >> reporter: the visual can be

alarming. the a fire breaks out right across the street from a fire station. and the firefighters can't knock back a single flame. that has he exactly what happened in san jose. the. >> we really aren't effective when we can't put it out immediately. >> reporter: he's president of the firefighters union. the engine at station 30 was eliminated. not enough money to staff it. so the crew could only watch the house across the street burn and prepare while waiting for an engine with water and hoses to come from another station. >> right now we are so thin that we're not really providing the services that we should provide. >> well, it's very alarming. the. >> reporter: president of the willow glen neighborhood association says his community is now left virtually unprotected, especially now with the resources being poured into fighting the recent the string of arsons. the. >> we're sitting here with one

fire station and one truck. >> reporter: this mayoral candidate says the city needs to find a way to hire more crews. >> we know that over 90% of our calls are medical calls today. the and the ability to get out there with small units and paramedic is much more efficient way to be able to deploy people than to have these giant trucks responding to medical emergencies. >> reporter: station 30 does have a lot of fire trucks. i mean look at the trucks behind my. t but these are all basically support trucks. they do not have the fire engine that would carry the fire hoses and water in case of emergencies where there's actually a fire like the one across the street. the if you want to pan over and show the proximity of it. t there are four other neighbor hoods in san jose that are in

this same situation. tonight at 6:00, we will show you where those neighborhoods are. new at 5:00, a local cheerleading squad got an unwanted visitor, a man who exposed himself. a naked man walked into the girls locker room yesterday at about 5:30 in the evening. the five girls were changing after cheerleading practice. they say the man-made eye contact, did not touch anyone and walked out. hfrmts we have an update on that fire burning in the east bay. it's burning in the delta, but we'll also tell you about san jose city hall in a bit. but we want to bring you this live shot of the fire. we'll bring you an update right after the break.

okay. we want to bring you an update, our breaking new, a fire burning on a lie land in the east bay. it's just across the antioch marina. at least one structure, could be two, has burned. fire crews tell us this is kimball island in the delta. it's just across the antioch marina. at least one structure is burned. another one is on fire right now. 20 other structures are threatened. everyone on this island has been evacuated. cal fire, delta fire are fighting this fire. we'll keep an eye on the situation and give you any updates. some political news now. the mayoral race in san jose has one less candidate. city council member pete constant has withdrawn his name from consideration. constant released a statement

about his decision saying he would continue his career in public service but that he will also focus more on his family obligations. he added that he will not be endorsing any of the remaining candidates. count down to sochi now. a 15 year old high schooler is gearing up for the competition of her life, the winter olympics. she won a spot on the team over the weekend we're live in san jose. >> reporter: hi, there, you mentioned that paulina edmonds is just 15 years of age. and that might seem young to most of us. but consider the fact that she first put on skates when she was 20 months old, when a lot of kids aren't yet walking. so clearly the last 13 years or so of preparation have paid off. her short program at the u.s. national championship paid off. it was described as charming and

nearly flawless. and paulina's coach said it showed the world that she has a gift of skating with the speed and power and grace while making all of it look delicate and poetic. now because of that and her commitment, her coaching team says they always believed she could make the olympic team at 15. this is paulina skating for us during the vancouver olympics when people were already pegging her as a natural for international competition. she will try to balance being a normal kid and a great student with perfecting a routine she hopes will earn her gold. >> i haven't really set into the fact that i am fwae together olympics yes. so i still feel all normal, like i just came home. i think in a few days it will start to sink in and i'll be really, really excited, but yeah. >> reporter: paulina's mother is a former skater herself and a

professionally trained coach. she is one of three coaches. all of the coaches say they will spend every moment fine-tuning her routine and trying to keep all of the distractions of the excitement to a minimum. after a day of rest and a few interviews with us, she will get back to school and back to training tomorrow, and it will be work, work, work up until the time she departs for sochi. nbc bay area news. >> what a great story. so you have high school and then olympics in sochi. >> rooting for her. she's terrific. now four years later, you might not remember what that event was. >> it was the earthquake in haiti. we are here with how they are still trying to help those in need over there. >> many people with more than

one child often marvel at how children in the same home can be so different. they do have one thing in common, a desire to help others. just how is tonight's bay area proud. deep in the hills, there's a home that's been labeled the greenest in america. perhaps it's no surprise that in such an extraordinary structure you will find three extraordinary sisters. ♪ kylie 14, devin 13 and piper 11 have recently formed their own rock band. they call themselves zeuster. you could say these three have been humanitarians almost as long as they've been human.

>> well. >> you go. >> we were kind of born into a family that liked to help people. >> reporter: their impact can be seen online with a website they developed called earth savers club for kids. the impact can be seen in their community with any number of projects to help those in need locally. but their latest endeavor is by far their most distant and most ambitious. in 2010, a magnitude 7 earthquake devastated haiti. the country, the poorest in the western hemisphere was in difficult straits before the quake so it is little surprise that there is still much to be done. and while much of the world's attention has moved on to different causes the girls decided to revisit this one. >> their is is generations of poverty that they're trying to deal with along with the devastation of the earthquake so it's still a problem. >> reporter: they have pledged

to raise $250,000 through the sales of a record they have released on their own record label of course. invitation to dream is a collection of lull bis sung by difficulten. >> i decided to donate 100% of my profits to that organization. >> reporter: it will help build an orphan and, the greenest in the world, for the children of hate eye. they have already raised $10,000 toward their goal. the girls manage to do all this and still find time for school, sports, even woodworking. they say they realize, even at this young age, they've been blesd to have so much and the giving back, they assure everyone, is just beginning. >> that's important. obviously these girled understand that they come from a

family of means. they were quick to tell me one of the things their parents did, they were each allowed to have one thing they called their own. everything else they shared. they mentioned that more than once. i think that helped them think of others, not themselves all the time. >> what a great story. they really appreciate what they've had and are now giving back. want to go back to our breaking news. that fire that's burning right now in the delta. this is on kimball island. if you're not familiar with where it is, it's right akroos in the antioch marina. two structures have been damaged. one completely burned. several other structures are threatened. let's bring in jeff ranieri. we're talking about that fire, but really in our forecast, the wind direction of where that smoke might be headed. >> certainly. we've got a pin point on that.

you can see kimball island, just one mile north of antioch. and all of this smoke will be moving from the east off toward the west. so if you live in concord, walnut creek, san francisco, you'll likely smell that smoke for tonight. humidity at 40%. winds not overly gusty. and that's likely helping firefighters to get a better handle on this. our own red flag warning in effect through 8:00 on thursday. now let's get a look at what we experienced for today. it was all about that warm weather pushing temperatures to record-setting levels. 75 in san jose, half moon bay, reminder here, that's at the coastline. 73 and san francisco airport at 72. that record there in san jose, the old one was back in 2009. and that was at 73. so let's take you outside of

that sky camera network. clear skies right now. temperatures still hovering in the south bay at 74 degrees. again, 71 here across the peninsula and beginning to drop in the north bay, 57 degrees. we'll likely have some patchy frost. the reason why they're so much cooler, the winds are not as offshore as in the east bay. we'll take you to san francisco. 65 degrees. relatively calm. our fire danger is not because we've had winds that have topped 60 miles per hour repeatedly, it's because it's so dry. high pressure's going to move right on top of california. with that sitting on top of the bay area, it's going to help provide an extra push to this heat, so more record-setting temperatures possible. widespread 70s, you'll notice the extremes throughout those

coastal cities. we're going to start in the morning hours for places like napa in the low 30s, by the afternoon jumping up into the low and mid-70s. we'll see some of the same scenari scenarios. we are in the driest calendar year ever on record. breaking records, 50 to 100 years oiled. and now take a look at this next added layer, january 2014 likely also to go down as the driest ever on record. we've only had trace amounts to about .800 of a inch of rainfall. san jose at 74. morgan hill, 74. palo alto at 74. san francisco 71 with that offshore know. and we'll take you to the tri valley, and you'll see it's going to continue. 74 in santa rosa, and for the tri valley, looks like 72 in livermore. you can see on the seven day forecast for the east bay, we
